Как получить постоянную прописку вместо временной регистрации?

Я живу у родственников в Москве последние 10 лет. Все  эти годы они мне регулярно продлевают временную регистрацию. У родственников несколько квартир. Могу ли я получить постоянную прописку, если по документам там проживаю более 10 лет и плачу за коммунальные услуги?

Есть два типа регистрации: по месту жительства (постоянная) и по месту пребывания (временная).

Постоянная регистрация по месту жительства – бессрочная. Штамп о постоянной регистрации ставится в паспорт.

Временная регистрация имеет срок окончания ее действия. При продлении срока проживания процедура временной регистрации повторяется. Максимальный срок временной регистрации зависит от договора найма (аренды) квартиры, но в любом случае не может быть более 5 лет.

Собственник жилого помещения может предоставить проживающим в квартире временную или постоянную регистрацию. В отличие от временной регистрации постоянная регистрация в отдельных случаях может нести риски для собственника. Поэтому хозяева жилья стараются предоставлять жильцам временную регистрацию.   

Зарегистрированный в квартире вне зависимости от вида регистрации обязан нести расходы по содержанию помещения и оплачивать коммунальные услуги, которые он потребляет.

Получить постоянную регистрацию вы можете только с согласия собственника. Мало того, собственник жилого помещения в любой момент имеет право обратиться в суд с требованием выселения квартиранта.
